What is a Display Energy Certificate (DEC)?

A Display Energy Certificate shows the energy performance of a building based on actual energy consumption over a year. It is then rated on a scale of A to G, where A is very efficient and G is the least efficient

The initial DEC issued for a building is accompanied by an Advisory Report (AR) which contains recommendations for improving energy performance.

How long is the Display Energy Certificate (DEC) and the Advisory Report (AR) valid for?

The Display Energy Certificate (DEC) is valid for 1 year

The Advisory Report (AR) is valid for 7 years

What Buildings require a Display Energy Certificate (DEC)?

A Display Energy Certificate (DEC) is required for a building:

  • With an area over 1000m2 (approx 11000 sq ft)
  • That is occupied in whole or part by Public Authorities or by Institutions providing a public service on behalf of a public authority
  • That is frequently visited by the public

Below are some examples of buildings requiring a Display Energy Certificate (DEC):

  • Schools and Universities
  • Leisure Centres (but not private)
  • Hospitals & Health Centres
  • Libraries & Town Halls
  • Art Galleries, Museums and Theatres
  • Council office buildings
  • Courts and Prisons

What are the penalties for non-compliance?

  • £500 for failure to display a Display Energy Certificate (DEC) in a prominent place
  • £1000 for failure to possess a valid Advisory Report (AR)
